Zones and overlays as they affect what you can build. Each page states what the control sets, whether that figure is a requirement or a standard, and where the number that actually binds a site is likely to be instead. Written against the ordinance rather than around it.

Zones

A zone is on every parcel of land in the state, and it is the first thing that decides what the land can become.

Overlays

An overlay sits on top of the zone and adds a permit trigger, a referral, or a set of built-form controls that the zone knows nothing about.
